The Office for Students’ “risk-based” approach to regulation could stifle innovation in higher education, a conference has heard.

The OfS has said that it takes a risk-based approach to regulation—meaning different levels of scrutiny for different institutions, depending on perceived risk—to reduce regulatory burden.
