How to read Liam Byrne’s speech on reforming the funding of universities

Comments made by senior Labour politicians suggest the party is hoping to cut tuition fees and introduce a graduate tax.

On the afternoon of 1 April, Liam Byrne, the shadow universities minister, gave the following speech to a conference in London on the role of universities in nurturing future leaders, innovation and economic competitiveness. My comments are in red.
