The higher education and research bill is now expected to be introduced to the Lords before Christmas, as Labour MPs prepare to call for further changes during its third reading in the Commons.
Compulsory student representation on the board of the Office for Students will be written into the higher education and research bill, the government has announced, after it rejected similar amendments proposed by opposition MPs in the Commons committee stage last month.
The amendments tabled on 15 November for forthcoming debate in the report stage in the Commons also aim to better protect institutional autonomy by including a clarification that ministers would not be allowed instruct the Office for Students to perform in a way that would interfere with individual university courses.
