The universities and science minister Sam Gyimah spoke at the annual conference of the vice-chancellors’ group Universities UK on 5 September. Constrained in what he could say while the post-18 funding review is in full swing, he nevertheless managed to outline a vision for higher education. Gyimah’s speech is in black, with commentary by HE in red.
