Peers are being pressured to start scrutinising the higher education and research bill before Christmas.
The government is keen to speed the bill through parliament, ideally getting it through the Lords by the recess that begins on 9 February and certainly before the Easter break. Peers are conscious that they would not wish to stall a bill that has been passed by the Commons, but also that legislation requires proper scrutiny. There are just eight working days until the house rises for the Christmas recess on 21 December and the government would very much like the committee to meet for the first time during this period.
