The window narrows

Time is tight, if the second reading of the higher education and research bill is to take place before the summer recess.

Jo Johnson, the universities and science minister, is keen for the bill to receive its second reading before the Commons rises on 21 July. However it is not now scheduled to take place this week, leaving just four days in which it could take place before the summer break. MPs are preoccupied with other concerns, including Brexit, Chilcot and Trident—as well as the small matter of who will be the next prime minister and who will lead the Labour Party. It remains quite possible that the bill’s progress will be delayed.
