The review of post-18 education and funding is published.

As Mike Myers’s Shrek might have said, Augars are like onions because they have layers. Look beyond the headline of a cut in tuition fees, and Philip Augar and his panel have produced a nuanced report.

The report is nothing like as silly as the soundbites leaked to the Sunday papers and the op-eds written by ministers would have you believe. Within the constraints set by the Treasury, Augar and his committee have attempted to answer the questions: what should the balance be between 18-year-olds going to university and those following a vocational route, and how should they be supported?
