Papers from the Office for Students demonstrate a less than open approach

In November 2017, the Treasury published an independent report called Delivering Better Outcomes for Citizens: Practical steps for unlocking public value. The reporting team was led by Michael Barber, now chair of the Office for Students, England’s higher education regulator.

In a section on managing public money, the report states that government bodies should adhere to “invariable principles of transparency, integrity and value for money”. The report also values “transparency and the open availability of data” as a principle of good government.
