Labour begins work on its higher education policy, but will the promise on fees remain?

Somewhere in a Zoom room later today, Labour’s education team will begin the task of developing new policies for universities. During the leadership contest, Keir Starmer committed to maintaining the promise to abolish tuition fees, so what happens now?

First, do not expect any announcements on higher education policy any time soon. There are four years until the next general election and in most spheres at the moment Labour’s strategy seems to be, shall we say, passive-aggressive.
