The relationship between the Office for Students and universities in England is fractious. That is not an assumption or an opinion. It is a fact. A well-known fact that needs to be acknowledged and addressed.
At the heart of this discordant relationship is mistrust. Again, this is not an assumption. Playbook spends its days talking to, phoning, emailing, tweeting, visiting and—most of all—listening to people in universities. They are not big fans of the OfS.
