The end of the prime minister, Theresa May, does not spell the end of the Augar Review. And it could be just the beginning of major changes for universities.

Today, 26 May, the first headlines from the Augar Review are emerging, appearing in the Sunday papers ahead of expected full publication later this week. We will finally hear what the independent panel will be recommending to what is still a review led by the Department for Education (and No 10) into England’s post-18 education and training system.

The skirmishing has already begun, with higher education bodies demanding that funding shortfalls from a cut in tuition fees be filled by HM Treasury and counterclaims from the education secretary, Damian Hinds, warning universities against “scaremongering” over the sector’s overall financial position. However, with the prime minister, Theresa May, announcing her resignation on 24 May there are questions about whether any of it will ever be implemented.
