A rock and a hard place

No consensus emerges on future of the Welsh funding system.

Wales must change its unsustainable higher education funding regime, according to the majority of respondents to the Diamond review.

The interim report of the review into higher education funding and student finance arrangements, published 18 December, sets out a number of themes which have emerged over the course of the year-long evidence gathering stage. Respondents said that it was “not an option” to maintain the current system of providing a tuition fee grant to Welsh students to cover the cost of studying elsewhere in the UK, but there was “a lack of consensus on the way forward”, the report says. It adds that students think the tuition fee grant policy “should be retained in its current form”, although some felt means testing might be appropriate or its portability should be abolished.
