Restricting loan portability would hamper student choice.

Withdrawing the tuition fee grant for Welsh students enrolled at universities elsewhere in the UK would punish individuals more than it would benefit institutions, according to the Higher Education Policy Institute.

The think tank has published a pamphlet as part of its submission to the ongoing review of higher education funding sustainability in Wales. It examines controversy over the rights of Welsh-domiciled students to take their student support, particularly their tuition fee grant, with them when studying elsewhere in the UK.
