Welsh funding council will fail to meet deadline for new fee and access agreements.

The Higher Education Funding Council for Wales will fail to deliver government demands aimed at increasing its regulatory power, according to David Blaney, its chief executive.

Speaking at its annual public meeting in Cardiff, held on 21 January, Blaney said that it would be “impossible” to meet the required timeframes for the fee and access agreements that universities are obliged to draft with the funding council. The agreements, which are similar to the outcome agreements that Scottish universities sign with their funding council to obtain government funding, are needed for Welsh universities to access tuition-fee grants. The Welsh funding council was due to issue guidance on these in March. However it has yet to publish its consultation, which will prevent it from meeting the deadline.
