Makerere University closed indefinitely – who is responsible?

A few years ago, I had the privilege of a one-on-one discussion with Ugandan president Yoweri Museveni. It lasted several hours.

At one point, the discussion focused on the making of public policy. I cautioned against the temptation to impose policies from above, even if they were correct.
