South African science department underspend continues

April to June budget shows a R600 million spending shortfall, MPs told

South Africa’s Department of Science and Innovation underspent its first quarter 2021/22 budget by R600 million.

A 19 November report by Parliament’s portfolio committee on higher education, science and technology reveals in addition to underspending R113m in its 2020/21 budget, as reported by Research Professional News last week, the DSI spent only R1.1 billion of the R1.7bn it had planned between April and June this year. The department’s total 2021/22 budget is R8.9bn.
MPs have complained that underspending by the department makes it difficult for Parliament to advocate increased science funding.
