The European Commission will introduce plans for a Europe-wide venture capital scheme to kick-start business innovation before the end of the year, research commissioner Máire Geoghegan-Quinn told a meeting of the Bridge Forum in Luxembourg on 6 October. The commissioner also promised changes to ease cross-border operation of venture capital funds in a bid to address a sharp decline in the availability of such capital in Europe.
