Horizon 2020 faces up to member state austerity

The European Research Council’s budget increase is being seen by observers of European research policy as a safety feature that will help to protect the budget of Horizon 2020 (see Cover Story via link below) from member states’ zeal for budget cuts.

The Commission has proposed funding of €80 billion for Horizon 2020 from 2014-20, compared with €53bn for Framework 7 from 2007-13. The increase is partly accounted for by the incorporation of funding for innovation and the European Institute of Innovation and Technology, but most of it represents ‘new’ money.
