Long-term budget causes tension among member states

The EU Council is reported to be considering a "budget of 26" for EU spending between 2014 and 2020, that might be agreed between other member states if the UK fails to compromise at this week’s summit in Brussels.

According to the Financial Times, EU officials are examining the ramifications of such a budget—both legally and financially—if the UK continues its demands for a real terms freeze on EU spending.
