France joins open-access train

Government-funded researchers in France would be able to republish papers open-access after a delay of six to 12 months if a draft bill is passed by the National Assembly.

Ministers approved a draft of the Digital Republic Bill on 9 December. It will now be debated in parliament, with a final vote due in January 2016.

The bill will allow authors of research papers, where the research published has been predominantly financed by the  government, the right “to publish freely in digital form, subject to co-authors’ rights, the final version of the manuscript accepted for publication”.
