French government stands by controversial R&D tax break scheme

Thierry Mandon, France’s secretary of state for research, has defended the CIR tax-credit system for companies investing in R&D, six months after a critical Senate report into the system was shelved.

In a Senate debate on the CIR on 12 January, Mandon said that the tax credit system—worth €5.5 billion to companies in France in 2015—had been an essential tool in boosting investment in R&D.

In his 15-minute speech Mandon spoke of the CIR’s indirect benefits, in particular that it helps make France an attractive location for international companies’ research centres. He added that the CIR had also indirectly boosted industry-academia research partnerships.
