German universities underfunded, says report

State spending on universities is not keeping pace with the rise in student numbers or inflation, a study by the Hans Böckler Foundation has found.

The foundation conducts research into student support on behalf of the DGB, a confederation of trade unions. Its report examined basic funding at universities, spending on investments and funding for students and scientists.

The study concluded that 12 of Germany’s 16 states provided less basic funding per student in 2013 than in 2004, after taking inflation into account. Basic funding increased by 29 per cent during this period, to €18.3 billion nationwide, but student numbers increased by 28 per cent at the same time.
