MEPs have said that the future EU budget should be more flexible to allow the use of unspent funds from areas such as cohesion and agriculture to stock up Horizon 2020.
In a meeting of the European Parliament’s Industry, Research and Energy (Itre) committee on 13 May, German MEP Reinhard Bütikofer suggested there should be an automatic system built into the future budget whereby unused funds from other areas are allocated to research and competitiveness programmes.
Bütikofer, who is the committee’s rapporteur for the 2014 budget, said he regretted the EU Council’s decision to cut significant funds from programmes under heading 1a of the budget for the next seven years.
