Researchers query Horizon 2020 pairing plans

The European Commission’s plans to make host countries responsible for managing new or upgraded research centres in the Horizon 2020 partnership scheme may compromise the programme, according to critics.

The scheme offers funding for ‘low performing’ member states to build or improve research centres by pairing them up with more established institutions in other countries. However, the Commission has specified that the host country must manage the project.

An article published in Nature on 27 December reports that researchers and grant managers have said the rule could be a challenge for fledgling institutions and perpetuate existing structural and managerial problems, such as nepotism.
