A group of MEPs from several committees of the European Parliament has put forward an alternative proposal to avoid diverting funds from Horizon 2020 towards the innovation fund proposed by Commission president Jean-Claude Juncker.
At an extraordinary meeting held on 9 March, the Industry, Research and Energy Committee of the European Parliament proposed a number of amendments to the proposed regulation of European Fund for Strategic Investments, which have also been endorsed by the committees for Transport and Budget.
Under the European Commission’s proposal, Efsi would spend €21 billion of EU funds — including €2.7bn from Horizon 2020 and €3.3bn from the Connecting Europe Facility — with a view, it is claimed, to mobilising €315bn in return investment over the next 3 years.
