Governments considering rules for association to Horizon Europe

German presidency wants to herd countries towards consensus ahead of self-imposed September deadline

Research policy debates in the Council of the EU have turned towards the rules of association for the 2021-27 EU R&D programme, Horizon Europe, which will determine the extent to which non-EU countries will be able to take part.

In a briefing document sent to national delegations ahead of a meeting of the Council’s research working party on 6 July, the German presidency of the Council asked ministries to think about their positions on association.
