David Sweeney, executive chairman of Research England, and John-Arne Røttingen, chief executive of the Research Council of Norway, will lead the development of the Plan S initiative to push open-access research publishing.

Robert-Jan Smits, the European Commission’s open-access envoy and the original brains behind Plan S, told Research Europe that Sweeney (above left) and Røttingen (right) volunteered to lead a “task force to define the implementation modalities for Plan S”.

“Both John-Arne and David are very knowledgeable about open-access and are fully committed to make Plan S a success,” Smits said. The other members of the task force will be named at a later date.
