Draft framework proposes charging varying prices for publishing based on economic differences between countries
The funders behind the Plan S open-access initiative are seeking feedback on a proposal to bring about what they hope will be fairer scholarly publishing prices for countries around the world.
Coalition S—a group of mainly European funders requiring papers reporting research they have supported to be made openly available immediately on publication—commissioned the consultancy Information Power to develop a globally fair pricing framework for academic publishing amid concerns that the shift to open access is causing inequalities.
