Horizon 2020 finance plan branded a mistake

Using Horizon 2020 funds to finance loans and underwrite debts for R&D projects is the wrong approach to supporting innovation, according to Hermann Hauser, a leading technology entrepreneur.

Hauser, an innovation adviser and head of the Amadeus Capital Partners investment fund, described plans to use up to 4 per cent of the Horizon 2020 budget for loan finance as misguided. He said recipients would struggle to use the funds, which were aimed at backing debt.

“You cannot finance innovation by debt,” Hauser told EU policymakers at a Science Business event in Brussels on 12 November. He added that small companies that can innovate have no assets, so they would not be able to access private loans and create debt.
