Member state research ministers discussed options for increasing the impact of research and innovation at an informal meeting of the Competitiveness Council.
The ideas discussed on 27–28 January included the “innovation principle”—the suggestion that all legislation should be evaluated in terms of its effect on innovation—and a proposal to implement “start-up visas”, which would be intended to make it easier for young companies to operate in several member states through a single authorisation.
Carlos Moedas, the research commissioner, said that Europe needs a better regulatory environment to “create an appetite among private investors”. “We need to tear down the regulatory barriers that hamper innovation,” he said.
