The EU is creating a forum to help it pick innovation areas and technologies that should benefit from collaborative state aid.
EU rules prevent its member states from providing state aid that would distort competition. But exceptions can be made for market failures where the private sector is unwilling to shoulder the risk of investing to drive innovation.
