Scientists urge spending increase after blue-sky research gets small share of €221.5 billion spending pot

Italy’s newly announced plan for recovery and resilience includes at least €15 billion of spending on universities and research—but academics have complained that this is still too low to tackle Covid-19-related problems.

The plan—dubbed Piano Nazionale Ripresa e Resilienza or PNRR—was approved by the Draghi government on 29 April, and sent both to the Italian parliament and the European Commission. The plan’s overall size is €221.5bn, of which €30bn will go to the Recovery and Resilience facility, which includes funding for higher education and science.
