Italy’s researchers are wary of promised improvements to legislation around animal research

In Italy, nothing is certain when it comes to animal testing. Since the adoption of a 2014 European directive mandating a reduction of the practice, the Italian parliament has been approving annual moratoriums—typically at the end of the year—allowing such research to continue. But for researchers, especially those in multi-year projects, this means working under the Sword of Damocles.

The latest such moratorium, however, signalled cautious change by allowing animal experiments to continue until the end of June 2025. Prime minister Mario Draghi also signed a formal commitment—a government agenda—in 2021, promising that a new law would be approved by 2025. This law would eliminate some restrictions on animal research and bring Italian legislation in line with EU law.
