Dutch R&D policy too focused on technological opportunities and market competitiveness, Rathenau Institute says
Government spending on innovation is too dominated by the Dutch ‘top sector’ policy, which focuses on identifying promising new technologies, according to a report by the Rathenau Institute.
The institute, tasked with facilitating public debate on science and innovation, said politicians should offer more support to challenge-driven innovation, which addresses urgent social needs. This strategy first identifies the systemic changes necessary to fulfil that need and only thereafter searches for the most desired type of innovation and technology, the institute said.
