Latvia pushes for performance-based funding

The Latvian government is considering a system of performance assessment that will be used to allocate block grants for universities and research organisations.

The system will be based on assessment of three criteria: research projects, outputs including publications and intellectual property, and doctoral and masters students, according to a statement from the ministry of education on 6 January.

The announcement comes alongside the block-grant allocation for institutions for the first quarter of 2014, which equates to a total of €7 million. This will be split between 41 institutions in the country, and represents an increase in spending of 20 per cent from the same period last year, says the ministry.
