Collaboration between Baltic countries is rare, despite their proximity to each other. Jenny Maukola visited Latvia to find out how the situation might be improved.
In November, the Latvian government announced plans for the catchily-titled Baltic Bonus programme, to reward researchers who win EU funds by collaborating with their counterparts in Estonia and Lithuania. The idea of the programme is simple: to solve the age-old problem of a lack of a collaboration between Baltic nations.
From the outside, it would be reasonable to assume that Estonia, Latvia and Lithuania would naturally work well together: they share a common Soviet history as well as an obvious geographical proximity, and they are all small nations that could benefit from teaming up.
