The Russian government has issued a resolution that will require universities to justify their basic research spending to the national science academy.
The decree, published on 14 November, says that universities must provide the Russian Academy of Sciences with reports on the scientific and technical results of their research. The order has been developed by the cabinet of Russian prime minister Dmitry Medvedev and the ministry of education.
It forms part of the wider reorganisation of state science institutions, which has affected the functions of the RAS.
