Switzerland drafts immigration bill

The Swiss government has proposed a law to impose quotas on immigration, after a vote last year that disrupted the country's involvement in Horizon 2020.

The Swiss Federal Council outlined its plan to reduce the free movement of EU citizens to Switzerland on 11 February. The proposed quota on immigrants would apply to people staying in Switzerland for more than four months to work, and would also include cross-border commuters and family members.

The bill still needs to be approved by the Swiss parliament. If it goes ahead, the government has said the limits will be implemented by February 2017. This could make it impossible for Swiss researchers to participate in Horizon 2020 from 2017, because the EU has stipulated that Switzerland’s involvement in the programme is dependent on the free movement of people from the EU.
