National leaders seek cuts across R&D programme for 2021

In a draft position on the first-year budget for the EU’s next R&D programme, Horizon Europe, national governments in the European Council have maintained their attempt to reduce spending proposals put forward by the European Commission for the seven-year programme as a whole, by seeking cuts across its various instruments.

The Council position, published on 7 September, seeks a 2021 Horizon Europe budget of €11.5 billion, which is €758 million (6.2 per cent) less than the Commission proposed.
