The League of European Research Universities has said that universities and publishers must increase their efforts to generate a sustainable financial model for open-access publishing, to relieve the financial pressure on institutions.
In a press release on 18 March, Leru states that both universities and publishers should take responsibility for making progress on open-access funding, and that the two sides need to get together to develop new models for payments.
Leru highlights that the problem of problem of paying twice for access to articles is putting significant pressure on universities. This phenomenon, called double-dipping, has developed as a result of some hybrid journals requesting both subscription costs from institutions and article processing charges from researchers. This is a particular problem for universities in the UK and the Netherlands, both of which have strong national policies on gold open access, Leru states.
