Horizon 2020: Will it take us from basic research to innovation?

Europe’s next Framework Programme Horizon 2020 signals a range of big changes to the way research is funded in Europe. Chief among them is an increased emphasis on innovation. The central proposition in the European Commission’s Green Paper asks how Horizon 2020 can “cover the full innovation cycle from research to market uptake”.

What does “full-cycle funding” mean for European research? At the political level—in the Commission, the Council of Ministers and the European Parliament—the belief is that Europe’s place as a leading knowledge or innovation economy is under threat. The US and Japan perform better when measured against a range of indicators for research and innovation.
