The Juncker plan risks making innovation an afterthought

An absence of R&D requirements, the replacement of grants with loans, and the mixing of Horizon 2020 with structural funds are all reasons to be concerned about the European Fund for Strategic Investments, says Muriel Attané.

The importance of innovation in improving Europe’s economic performance is widely recognised. Previous European Commissions have committed to the idea, and Horizon 2020 shows an increased focus on innovation through its support for instruments such as public-private partnerships and Joint Technology Initiatives, and the creation of a Fast Track to Innovation pilot. 

Horizon 2020 is the only Pan-European R&D programme. It is based on long experience of support being most effective when delivered as grants awarded on merit. Those involved in research and innovation, including research and technology organisations, see the programme as a major vehicle for improving Europe’s innovation performance.
