Missions must balance influence with independence

Governance of flagship projects should be semi-detached, experimental and inclusive, say Benjamin Reid and Alex Glennie.

On 4 July, EU research commissioner Carlos Moedas released further details of plans to structure the €100 billion Horizon Europe programme around the concept of large-scale ‘missions.’

Besides naming the chairs of the five mission advisory boards, there was a research note from the initiative’s chief architect and adviser, Mariana Mazzucato of University College London, focusing on governance mechanisms.
