Horizon Europe is meant to do things better, but can it deliver?

The idea of tabula rasa, of starting from a blank slate, is central to European philosophy. First proposed by Aristotle and refined by John Locke, tabula rasa still informs scientific theories about human behaviour.

Every seven years, European science itself experiences a tabula rasa moment. Horizon 2020, which started in 2014, ends next year. Its successor, Horizon Europe, will be finalised over the coming months. November is also tabula rasa for the Commission. On Tuesday, Mariya Gabriel was announced as commissioner-designate for Innovation and Youth, a portfolio which will include responsibility for research.
