English universities win procurement exemption

Most universities in England will be exempt from European regulations on procurement under the government’s new funding regime, universities minister David Willetts said. Speaking at the Conservative party conference in Manchester on 4 October, he said that since universities will soon receive less than half of their budget from government, they will be free to change the way they buy.
