David Willetts is always at pains to stress that the thought of £9,000 tuition fees should not keep prospective undergraduates or parents awake at night. University is free at the point of entry, he tells us time and again. Graduates won’t pay back a penny until they can afford to, he reminds us. So what’s this from David Cameron in Manchester? Among the nation’s top worries are house prices and, you guessed it, tuition fees. Perhaps Dave didn’t get the memo from BIS on that one.
