Welsh universities considering student number controls

The Higher Education Funding Council for Wales is considering introducing a system already planned for England by which student numbers are redistributed to universities charging lower fees.

In a circular published on 3 November, the council said it was considering introducing a “core and margin” model from 2013-14.
