Conservative conference: Student finance architect says freeze is a “hidden cut” to R&D spending

The ex-minister behind England’s move to £9,000 university tuition fees has called for the government to carry out reviews of the system every five years.

Former universities and science minister David Willetts said the value of the fees is a lot lower than when they were first introduced in 2012.
