Tuition fee changes won’t slip through the back door, says Javid

Any change to the caps on university tuition fees will be debated in the House of Commons, business secretary Sajid Javid has promised.

Javid was responding to a parliamentary question from Wes Streeting, Labour MP for Ilford North, on 15 December.

Streeting mentioned an article published by the Independent on Sunday on 13 December, which said that the government was considering using secondary legislation to reform higher education.
