MPs voted last night 279 to 214 to pass the higher education and research bill. It now moves to the House of Lords, where it will be the subject of a full debate on 6 December.
The bill proposes to replace the Higher Education Funding Council for England with a new Office for Students that would have the power to determine whether or not an organisation can use the name “university”.
It also proposes an over-arching funding agency, UK Research and Innovation (UKRI), which would replace the research councils, and merge them with Innovate UK.
